Prime Ministe Honourable Sitiveni Rabuka outlined his vision for the Pacific as an “Ocean of Peace” during a keynote address in New Delhi, calling for unity, dialogue, and cooperation across the Pacific and beyond to safeguard peace, prosperity, and security in the region.
Speaking as the principal advocate of the concept during a public lecture at the Indian Council of World Affairs this week, the Prime Minister highlighted the importance of promoting peace across the interconnected Blue Pacific.
“Considering the collective area of the Blue Pacific, its significant Exclusive Economic Zone (EEZ) and the geo-strategic importance of our region, I continue to passionately advocate the Ocean of Peace concept for the future security and prosperity of our region and beyond,” he shared.
“The Ocean of Peace reflects our collective aspiration for a stable, secure and prosperous Pacific – and for a world where peace is the cornerstone of development.”
Prime Minister Rabuka stated that the Blue Pacific has been a theatre for external wars, and has been a testing ground for the most dangerous weapons.
“It has endured catastrophic calamities caused by climate change, and its rich resources exploited by many. This is the reality of the Blue Pacific,” he added.
Recognizing these security dynamics, Fiji launched its inaugural Foreign Policy White Paper in September 2024, which carefully articulates that our most significant security threat lies in the prospect of a wider region riven by division, insecurity and instability.
“The Ocean of Peace concept is grounded in the Pacific Way of dialogue, diplomacy and consensus. It sets out 12 guiding principles, including peaceful resolution of disputes, rejection of coercion, non-proliferation of nuclear weapons, respect for human rights, protection of the maritime environment, and support for regional institutions.”
Prime Minister Rabuka took the opportunity to highlight India’s critical role in advancing the Ocean of Peace, both bilaterally and multilaterally.
“India’s support in digital innovation, healthcare, renewable energy, education and skills development is helping Fiji build resilience for our people,” he said.
“At the global level, India can amplify Fiji’s voice in advocating decisive climate action, nuclear non-proliferation and a rules-based international order.”
The Prime Minister confirmed that the draft Ocean of Peace Declaration has been endorsed by the Pacific Islands Forum Senior Officials and Foreign Ministers and will be tabled for the Leaders’ consideration at their upcoming meeting next month in the Solomon Islands.
“Together, Fiji and India can help ensure that the Pacific truly becomes an Ocean of Peace – a contribution not just for our region, but for global peace and stability,” Prime Minister Rabuka concluded.
